Which group of words is a fragment? It empties into San Francisco Bay. The tallest trees in California are the redwoods. Entered

I'm pretty sure that a fragment means its not a complete sentence. If this is the case then, Entered the Union in 1850 as the 31st state would be the correct answer since it doesn't have a subject to be a sentence. Let me know if I'm wrong.
