You can make with

7 Noodles: 14 Servings pasta;  

27 Tomatoes: 9 Servings pasta;

9 Cloves of Garlic: 12 Serving Pasta;  

Explanation:

Noodles 7 ÷ 2 = 3,5 x 4 = 14  

Tomatoes 27÷12 = 2,25 x 4 = 9

Garlic 9 ÷ 3 = 3 x 4 = 12

The ingredient that limits the amount of tomato and garlic pasta is the noodles. The other ingredients can be used in less quantity and still result in the same amount of pasta. It would change the flavor but not the amount of pasta.
