We are basically trying to find fractions that equal each other. 

3/12= 1/4  4/16= 1/4 

The first option applies. 

5/8= 5/8 (simplest form) 8/15= 8/15 (simplest form)

The second does not apply. 

1/6= 1/6 (simplest form) 5/30= 1/6 

The third option does apply. 

18/12= 3/2 3/2=3/2 (simplest form)

The fourth option does apply.
