The countries that played the key role in the conference are Russia, Britain, Prussia and Austria. These countries tried to stop another revolution in the country of Europe. Conservatives wanted to preserve and conserve their old social and political order that was disturbed by the French Revolution. They were in support to conserve monarchy which enraged many people.

In history, Congress of Vienna was the first occasion where representatives of different kind nations came together to develop treaties instead of messages. The Congress of Vienna has been criticised several times by the 19-century historians. They believed that Congress ignored national and liberal urges. The conference later served as the model for other organisations like the League of Nations and the United Nations. The conference was successful in achieving a balance of power.
