The person HAD homework 75/100 or 75%

the remaining days he did NOT have homework , which is 25/100 or 25%

Basically the question states that the student had homework 75% of the time. Or 75/100 of the time. They are the same. So to figure out when the student did not have homework you would subtract 100-75. So 25% or 25/100.
