The Target Heart rate zone is the range between 60% - 80% of an individual’s Maximum HR is true. This is because a human has target heart rate that must be 50% - 70% when he/she is in rest state like in normal routine but it would be 70 to 85% when an individual is doing any exercise like if he/she is in a state of vigorous intensity physical activity.

Actually, it all depends on many factors but the main factor is age. The heart rate is primarily depends upon the age. It also depends upon the fitness and stamina of a person because some people have cholesterol issues and some other issues also. Hence it all matters on the facts of health condition of an inidvidual. If we find to calculate this range by subtracting the age of a person from 220 we can get range.

Increasing ventilation in enclosed spaces would for sure improve indoor air quality.

Keeping pets indoors, using darker paint on all interior walls installing sunscreens in all windows would not help improve indoor air quality.
