Basically, you just have to distribute and then add. Let's do that:

30. 
x( \frac{3}{2}x-2)+6( \frac{5}{2}x- \frac{2}{3})
(\frac{3}{2}x^2-2x)+( \frac{15}{2}x -4)

Combine like terms (and this is your answer):
\frac{3}{2}x^2- \frac{11}{2}x - \frac{2}{3}

31. Same thing (except convert 1 and 1/5 to an improper fraction):
(\frac{6}{5})(x+ \frac{3}{2})- \frac{9}{10}
\frac{6}{5}x + \frac{9}{5} - \frac{9}{10}
\frac{6}{5}x +  \frac{9}{10}
