As per the given diagram

Point A : (0,0)

Point B: (1,3)

Point C : (1,1)

WE translate each point 2 units down and 1 unit left.

The points are in ordered pair (x,y)

For 2 units down we subtract 2 from y

For 1 unit left we subtract 1 from x

After translation

Point A : (0,0) ---> (0-1 , 0-2) ---> (-1, -2)

Point B: (1,3) ---> (1-1 , 3-2) ---> (0, 1)

Point C : (1,1) ---> (1-1 , 1-2) ---> (0, -1)

Now we rotated 90 degrees clockwise about the origin

While rotating 90 degree clockwise (x , y) becomes (y , -x)
