I see that the slope of one line is the reciprocal of the slope of the other:  -4/5 and -5/4.  Unfortunately, these cannot be called perpendicular lines, because the slopes of perp. lines are negative reciprocals.

Neither are the slopes of these two lines equal.  Were they equal, the lines would be parallel.

The most probably true statement would be that the two lines intersect.  If you want to understand this problem well, graph the 2 lines and determine where they intersect.  My result is the point (-5, 5.75).

In point slope form, you have the following:


y-(-2)=-1(x-3).

To turn this into slope intercept form, simplify y-(-2) to get y+2 and distribute in the -1 to get:

y+2=-x+3

Subtract 2 from both sides to get

y=-x+1

In slope intercept form, the answer is
y=-x+1 and in point slope form, the answer is y+2=-x+3
