I imagine this is a sort of riddle or joke. The answer which I have always seen given in the past is that the reason someone who runs down ponies will get a sort throat is because they are always feeling a little horse/hoarse.' Hopefully this is the answer you're looking for, admittedly this question is a little unusual for math homework!
