I'm pretty sure the answer is the 2nd one.

The way I figured it out was:

First, I multiplied both sides by -3. *You can either divide by -1/3 or multiply by -3.

This canceled out the -1/3 and the 7 became a -21.

Also, when you divide or multiply by a negative, the inequality sign flips.

So you get greater than or equal to, not less than or equal to.

This is how I got: h is greater than or equal to -21.
