I think that you meant the green line's slope is \frac{3}{2}.

Perpendicular lines have slopes that are opposite reciprocals of each other.

Since the slope of the green line is \frac{3}{2}, the slope of the red line must be \frac{-2}{3}, because you flip the fraction and change the sign essentially.

So the slope of the red line is -2/3.
