Answer:

A system that does not come into exposure with its surroundings is termed as an isolated system. Thus, in an isolated system, both the energy and matter will remain the same throughout. Like in the case of heat substances like water or tea present within a closed and insulated container.  

Thus, the wave and tidal energy projects would not be possible when the ocean functions as an isolated system. As one knows that in an isolated system, there is no interchange of matter and energy taking place and the mentioned projects can only get possible based on the law of conservation of energy.
