The highest pre-tax price I can pay =x
I suggest this equation:
x+(8/100)x=120
least common multiple=100
100x+8x=12000
108x=12000
x=12000/108
x=111.11111...≈111.11$

The highest pre-tax price that i can pay without going over budget is $111.11

Supposing the temperature of 60 degrees increases twice, it becomes 120  degrees (100% increase) and the bottles increase twice as well to 150 bottles (100% increase).
