In united states, the role of political institutions is to hear the aspiration/principles that held by a specific group of people, and appoint a certain candidate to realise those aspirations/principles into an actual law/regulations.

On August 23, 1939, The Nazi Party and The Soviet Union made an agreement not to attack each other for the next ten years. Stalin used this just so he didn't have to worry about Germany when he was rebuilding the Soviet Army. Of course as you can imagine Adolf Hitler just used it so Russia couldn't do anything when the invaded Poland, September First 1939.

But he soon after broke the agreement by invading Russia on June 22, 1941. Commissioning Operation Barbarossa.
