Keeping itself as a rural and feudal country, only in the 19th century, Russia began its industrialization process. Politically, the power was concentrated in the hands of an emperor or Czar. However, even with this industrialization, Russia still was a country with several social problems, and the profit earned with the industries was concentrated in the hands of the emperor and it's relatives, creating a huge abyss between the social classes. These problems were worse when we consider that Czar responds to the riots and manifestations with truculence, which provoked angry among the low classes. After WWI, this unsatisfaction would result in a Revolution.

My best bet would be their Czars because there were various revolutions to overthrow them at the time.
germans had to pay back reparations after WW1 not the ruskies
