You should calculate( the area of a circle of radius 15 cm ) minus the area of the circle of radius (15 cm - width of the frame). I am not able to read the number, sorry. 
That is the surface area of the frame.

Then, if area of circle radius is 100%, the % of face of the clock is:

(100xareaCircle(15cm-widthframe))/areaCircle15cm

What did I do wrong when finding out the sector area? I know the answer I got is wrong so can someone please help me

I believe your mistake is that you are trying to use the sector area formula ti find arc length when there is already a formula for it.
The formula for it is
2r\pi( \frac{degree}{360} )
So first substitute the values in and then simplify!
2(10.5)\pi( \frac{118}{360} )
Now simplify!
21 × 118 is 2478 so it's
\frac{2478}{360} \pi
When divided ou and multiplied, this is 21.62cm!
