6 1/2 ÷ 1 1/2 =  

First, we convert to improper fractions

(6x2)+1 / 2 ÷ (1x2)+1 /2 = 13/2 ÷ 3/2

Dividing:

13/2 ÷ 3/2 = (13 x 2 ) / (2x3) = 26/6 = 13/3 = 4.33 times = 5 times ( since in 4 times  the bucket is not filled yet)

If you were to divide 6 1/2 by 1/12 you would get 4.3 (repeating) but since you cant take .3 of a trip to fill an entire bucket and 4 turns wouldn't fill it completely,
