So the problem is \frac{ \frac{-3}{5} }{ \frac{1}{2} }, but when fractions are divided, you can simply take the inverse of the denominator and multiply it by the numerator. This would give you \frac{-3}{5}×\frac{2}{1}. Then Just multiply the numerators together and then the denominators, and you get \frac{-6}{5}.
