I think that the ADA (Americans with Disabilities Act) has explicit regulations on slopes and ramps so that people with disabilities can go about their daily life easier, and to guarantee the safety and wellbeing of the disabled. If, for instance, a wheelchair ramp were too steep, there would be a danger of the wheelchair rolling down too quickly, or the person falling backward on their way up.
