Well first and foremost, the prime minister has more power over the governor general and is in fact appointed by the prime minister himself. Traditionally however, this isn't true because the governor general basically acts as the Queen's right hand man and since the Queen is (symbolically) higher than the prime minister, the governor general is once again traditionally above the prime minister.In reality though, the governor general actually has little to no power compared to the prime minister. In fact all the governor general really does is give speeches during award ceremonies and sign bills (a law that is still in the process of becoming a law).
