Explanation: <em>Economy goods </em>and <em>services</em> are distributed by the government every day. Some ways of distribution are necessary to divide up goods and services. The countries have to distribute millions of services for people, and is not easy. While some people are able to receive goods and services others are not, so this can not be used with the majority rule.
