I believe a student should have at least two attempts at it and the student especially in elementary should be offered lots of study assistance. Pre made quizlet flash cards, teacher help, what is going to be on the test (not test answers but the general topic like chapter 2) A student should at least be able to pass if they were truly paying attention and if they want to succeed. They should know far in advance about this test and be given a proper time limit. No peer pressure should be put on them. Grades should not be able to be shared with fellow students.
