y is how much money in total
Company A is (30*x)+13=y 133
Company B is (28*x)+15=y 127
Part B:
Company B because the answer is 127 whereas Company A would charge 133.
Part C: 
You would save $12 if you use Company B instead of Company A to buy 7 mattresses.
