This is only for the federal government's constitution, and not each state's own constitution. This theory has never been legally recognized or upheld in the United States, as of 2019.

This theory was/is based on an agreement that was signed during the Civil War. This was a theory based from the Union ran states and never put into place, this was called the Compact theory. This theory/agreement was so that the states could throw out any laws they didn't believe in and they wanted the individual states to be in complete control.

In Article III of the U.S Constitution, it is stated that the federal government judiciary branch has all final say in the matters of the Constitution and how it is read. This makes it so that the federal government does have power over the states and federal courts will decide on the laws.
