C, you want to make sure that the person is in fact in danger. Typically, with a choking victim you do not call 911 because in most cases it is not severe. You make sure they are in danger as stated before then you obtain consent from them (or the parent if it's a child) and if you are certified/qualified thump them between the shoulders to dislodge the object in the throat. If that does not work you then move to the Heimlich maneuver. If at any point the victim passes out make sure to remove the object blocking the air way and perform a finger sweep.
