Fred drove 37.18 miles with per gallon & his brother drove  40.23 miles with per gallon. so Fred isn't correct.

I do not agree with Fred.

409m x 11 gallons = 4499 (FRED)
523m x 13 gallons = 6799 (HIS BROTHER)

His brother clearly had a much more gas mileage.
