It does not have to be voting, they can write their local government about issues that concern them, they can be apart of the school debate team and join their student counsel. They can also join rallys and marches to support causes that they believe in. Even using social media to speak up by sharing articles, commenting on topics that you want to defend or defeat. You don't have to be an adult to be apart of politics as government affects us all, young or old.
