factor scale=1/13
factor scale=[dimension smaller rectangle]/[dimension original rectangle]
so
[dimension smaller rectangle]=[factor scale]*[dimension original rectangle]

a) for l=36 cm in the original rectangle
[dimension smaller rectangle]=[1/13]*[36]--------> 2.77 cm

b) for w=28 cm in the original rectangle
[dimension smaller rectangle]=[1/13]*[28]--------> 2.15 cm

c) [area smaller rectangle]=2.77*2.15------> 5.96 cm²
