To do this you need to put it in function form.
Here's the work
2y-3x = 8

2y-3x = 8
+3x +3x
2y = 3x+8
/2. /2
y = 3/2x + 8

To find perpendicular you multiply the slope the the opposite reciprocal.

y = -2/3x + 8
Then the +8 doesn't really matter now
Slope that is perpendicular is -2/3x
