First of all write the molar masses of Gases,

                     Molar Mass of Cl₂  =  71 g/mol

                     Molar Mass of Ethane  =  30 g/mol

According to Graham's Law of Diffusion,

\frac{Rate of diffusion of Light Gas}{Rate of Diffusion of Heavy Gas} = \sqrt{M.mass of Heavy / M.mass of Light}

\frac{Rate of diffusion of Light Gas}{Rate of Diffusion of Heavy Gas} = \sqrt{71 g/mol / 30 g/mol}

\frac{Rate of diffusion of Light Gas}{Rate of Diffusion of Heavy Gas} = \sqrt{2.366}

\frac{Rate of diffusion of Light Gas}{Rate of Diffusion of Heavy Gas} = 1.53

Result:
          So, Ethane gas will diffuse or move 1.53 time faster than Chlorine gas.
