Johnson contradicted the Freedmen's Bureau since he felt that focusing on previous slaves for uncommon help would be negative toward the South. He returned appropriated property to white southerners, issued several exculpation to previous Confederate officers and government authorities, and undermined the Freedmen's Bureau by requesting it to restore all seized terrains to white landowners.
