While it is true that stretching the pumped muscle will make it appear visibly smaller, it does not decrease the muscle's size or inhibit muscle growth.  Pumped muscles is when the muscles swell up during workout or exercises, that is caused by excessive amount of blood going into the muscles and filling it up the same way you would fill up a water balloon. This causes the muscles to get a very full, tight feeling and your skin becomes tighter.
