i.e.

1 mile per hour = 88 feet per minutes.

21 miles per hour = 21×88 feet per minute.

i.e.

21 miles per hour = 1848 feet per minute.

Since,

1848 feet per minutes is greater than 1750 feet per minutes.

     Hence, Barry's go-kart is faster than Alan's go-kart.

I believe its Alan, because I multiplied 5,280x21 and got 15,840 and then I divided that by 60, and got 258. 258≤1750... so Alan is you're answer
