This means, that when a military force is able to keep the war effort, it has a center of gravity that keeps the conflict ongoing, but ,if this CoG(s) fall the enemy will most likely lose the resources needed or the moral and will surrender.

Destroying the CoG means breaking the balance between opposing fronts, leading to the victory or supremacy of one.

A CoG is then a focal point that feeds the military operations and planning for a side , that if being destroyed will lead to a end or lost of the war in the mid -short term.
