<span>The document that stated that certain rights were not given by the government, but that men were born with them was the Declaration of Independence. This applied to all men and women equally. </span>

The articles of confederation and the U.S.<span> Constitution also played a big role since they united the individual states and established the federal government. The national government and fundamental laws, guarantying the basic rights for the citizens respectively.

Secondly only an authorized emergency vehicle has a siren, whistle, or bell that complies with Section 547.702 Thirdly   A vehicle operator shall use a horn to provide audible warning only when necessary to insure safe operation.Fourthly A warning device, including a horn, may not emit an unreasonably loud or harsh sound or a whistle.But it is also necessary for drivers that they must have a horn in good condition that made a sound clearly in normal situation at least at the distance of 200 feet.
