#1 is definitely floods. I think for #3 it might be streams or dams. For number 5 bags of sand and dirt can be used for temporary dams. I think for #4 the answer would be wetlands. For number 6 communities can help by building a system of dams and leevees. For #10 I think that people should listen to the TV or a radio. So Radio might be the answer. Hope I helped!
