What is this number?

if 60%x=18

then

\frac{60}{100}x=18

\frac{6}{10}x=18
\frac{3}{5}x=18
3x=18*5
x=6*5
x=30

and 89% of it:
\frac{89}{100}*30=\frac{89}{10}*3=26.7 which is the answer
