In Economic Development literature, there are two predominant, contrasting views of the nature of institutions. On one side, the top-down view refers to institutions as determined by laws written by political leaders. Both views have very different implications on economic policies and structures and the way optimal institutions must be built.

By the end of the revolutionary war the new government was formed as a confederation of independent states which were loosely linked to one another.

While initially seen as a strength, things eventually became difficult to manage as many states started to print their own money, make their own international trade pacts and were even building their own independent military.

This was seen as a threat to a new nation and constitutional convention was conducted in Philadelphia. 12 out of the 13 States participated in this convention with the aim of providing some kind of a homogeneity to the new country.

In the early 1900's , a company often provided a company town, a place where the worker could live in the near working location ( usually like a mining location)

The workers usually were lured by the promise of high wage.

But here's the thing, in company town, a source of living usually can only obtained in a company store, and the cost is really high.

So instead of getting a high wage, the workers trapped in huge debt to the company, creating some sort of slavery that they have to work to pay off their debt to the company

Techincally, the company could easily bring those workers to the court ( even though is very cruel, they obtain the debt in a 'legal' way), so basically workers cant do a thing
