From what I can tell, this exercise is supposed to help you practice using the following expressions:

"would rather" --> indicates preference

"ought to" --> indicates when an action is necessary or good

"had better" --> indicates an action is being suggested because the consequences of not doing it might be bad

want to --> indicates wish, desire

have to --> indicates obligation

have got to --> indicates obligation

make an effort to --> indicates someone is trying hard to accomplish something

Now, let's complete the sentences:

A. We have a test tomorrow, so I ought to study tonight, but I'd rather sleep.

B. You know, I think you'd better study hard because your grades are really low.

A. I don't know what to do. I received an offer for a job. It looks really interesting, but it doesn't pay very well. I'm going to have to make up my mind if I want to start working soon.

B. That's a hard decision to make. You might want to think carefully.

A. I need more exercise. I ought to make an effort to work out every day, but it takes so much time.

B. Well, you don't have to do it every day , but you ought to exercise at least three times a week.

A. I have a friend who makes fun of me all the time, but I'd rather not confront him.

B. That's not good. I think you're going to have to say something.

A. My sister hasn't applied to college. She's got to if she wants to enter college next year.

B. She'd better decide soon because she's got to send out applications.
