Human activities which increase the risk of flooding are cultivation and soil management. A and C.

If soil management is done improperly, this can lead to flooding when there is huge amounts of rain that was unexpected. The same goes for cultivation. The other possible steps on the other hand do not bring this about - they wouldn't really increase the risk of flooding.
