Ionic bonds are formed by the complete transfer of electrons. The atom which looses the electron is considered as electropositive atom and the atom which gains the electron is considered as electronegative atom.

Covalent compound are the compounds in which atoms are covalently bonded.  

Covalent bonds are formed by the equal sharing of electrons. These bonds are commonly formed between two non-metals.

In the given compound CuBr_2, copper (Cu) is a metal and bromine (Br) is a non-metal. So, CuBr_2 will form ionic bond.

Hence, the compound CuBr_2 is an ionic compound.
