It is false that scholars agree that our basic emotions are happiness and anger.
There are more than those two, which includes sadness, fear, and disgust. But if you had to choose only two, I'd go for happiness and sadness.

According to some political and legal researchers, why can competitive federalism create a "race to the bottom"?
natta225 [31]

Answer:

Competitive federalism create a "race to the bottom" because "competition for jobs can result in the elimination of some environmental regulations."

Explanation:

Federalism is a kind of administration in which the authority is separated among the national administration and other legislative units. It contrasts with a unitary administration, in which a vital expert holds the influence, and a association, in which states, for example, are obviously leading. The competitive federalism involves the competition among st the states and also the Center for the economic benefits within the economy. One aspect of competitive federalism today is that some policy issues, such as immigration and the marital rights of gays and lesbians, have been redefined as the roles that states and the federal government play in them have changed.
