Law enforcement officers aka the police has the sole purpose to protect and serve a community of people in their jurisdiction. A SWAT team specializes in high-risk situations i.e hostage situations, bomb threats, high profile warrant subjects. They are appropriately decked out in armored vehicles tactical combative gear and are equipped with powerful rifles to execute contracts that regular police officers aren’t equipped for.
I think it's both the railroad inspector and the driver who drives the car. The railroad inspector didn't come fix the problem and the driver didn't take his car to the shop to get his problem fixed. So honestly, it's both their faults.
