I think the correct answer is B: The government forbids television stations from broadcasting shows that contain profanity.

People have the right to choose what to consume, whether it is, for example, a television or radio program. However, if the content of that broadcast is discriminatory or profane, it would be violating the rights of the people who are affected by it, i.e. that are being discriminated by it.

Being put this way, by limiting the right of certain people to choose which program to watch, the right of many others that could be affected by its content is being protected.
