The rules in the movement of the air masses is quite easy and simple. The air masses with high pressure always move towards the air masses with lower pressure. The wind speed is lower when the difference in the air pressure is very small. Similarly the wind is speed is faster when the difference in the air pressure is larger.

When air pressures are far apart with different pressures (low and high), there will be no movement of air, or a gradual slow movement occur resulting in slower wind speed.
