God the Father would be the best answer to this question. ( Please don't get offended, it's just my opinion, which could be incredibly wrong). Although the weighing of the souls could be a possible answer, it still doesn't balances everything. The souls only balances humanity from right and wrong, unlike God the Father, who literally balances everything ( This I know because he knows the future). Again, I deeply apologize if I get this question wrong. It was only my personal thoughts and skillful mind that led me up to this answer.
