third case:

immigrants = 0

population growth = (17 +0)-(5+12) = 0

fourth case:

immigrants = 0                                                

emigrants = 19

new born = 25

died = 4

population growth:(25+0) - (19+4) =3

In second case the population growth has become negative. The value of population growth is -2.
