It means;

or

1% of fats = 100 pounds of milk -------------(1)

this gives  x=0.6% of fats needs to be increased

but from eq (1)    we know  

1% of fats =100 pounds of milk

so, 0.6% of fats = 0.6x100=60 pounds of skimmed milk is to be removed .
