The domain is the X coordinates.

The bottom black dot is on X =-4 and the top black dot is on X = 6.

Because the dots are solid black, this means the X coordinate is part of the solution ( equal to).

This means the domain is greater than or equal to -4 and less than or equal to  6

which would be written as -4=< x<=6
